ActiveIdaho reciprocal preference (Idaho Code 67-2349 and 67-2348) and tie-bid preference Idaho's Division of Purchasing lists no MBE, WBE, small business or veteran program. Out-of-state bids are marked up by the same percentage their home state favors its own bidders, and equal bids lean toward Idaho firms.
