ReplacedNorth Carolina Historically Underutilized Business (HUB) certification, Office for Historically Underutilized Businesses North Carolina's 2026 budget (Session Law 2026-41) eliminated the HUB Office and repealed the HUB statutes on July 7, 2026. HUB certification no longer counts on state contracts; the race- and gender-neutral Small Business Enterprise (NCSBE) program remains.
