ChangedOregon COBID Certification (MBE, WBE, VBE, ESB) and Oregon Small Business Enterprise (OSBE) COBID certification is open. A new race- and gender-neutral OSBE certification began April 1, 2026, and an OSBE bid preference of up to 10% took effect July 1, 2026 for agencies under DAS authority.
