How to Register as a Vendor in Oregon

What it's for

OregonBuys is the State of Oregon's eProcurement system. It replaced ORPIN in 2021, and many local governments use it too. A free supplier account lets you get bid notices, submit responses and receive purchase orders from agencies that use OregonBuys.

Have this ready

• Tax ID (EIN or SSN), and your company's legal name exactly as it appears on your W-9
• Mailing address, company phone and email
• An administrator contact (name, email and phone) who will own the account
• NIGP commodity/service codes for what you sell
• A W-9 (the FAQ says it's required for some account administration changes)
• COBID certification, if you have it (it links to your account automatically once you register)

Steps

1. Go to oregonbuys.gov/bso and choose Register (DAS says it's in the top right corner).
2. Enter your tax ID, legal company name, email and country.
3. Work through the tabs the DAS guide lists: Company Information, Administrator (creates your user ID), Address, Terms, Categories & Certifications (accept the Terms of Use), Commodity/Service Codes (add your NIGP codes) and Summary.
4. Review the summary and submit.
5. Watch for a temporary password from donotreply@oregonbuys.gov. Log in and reset it to activate your account.

After you register

• Notices go to your company email when buyers pick your NIGP codes. The FAQ warns that codes "increase" your chances of being notified but don't guarantee it, so also search open bids yourself and follow the ones you're interested in.
• Only a Seller Administrator can change commodity codes. Administrators can also add co-workers to the account.
• Not all state agencies pay invoices through OregonBuys. Agencies use other finance systems for remit-to addresses, so keep those current as well.

Watch out for

• Construction: ODOT highway and bridge projects are posted on ODOT's eBIDS system and bid through Bid Express (AASHTOWare Project Bids). ODOT prequalification is required and must be received at least 10 calendar days before the bid opening.
• If you're told your tax ID is already in use, someone at your company may already have an account. Contact Supplier Support instead of creating a duplicate.
• Registration is free. Periscope's optional paid add-on services are not required to bid on Oregon solicitations.
• DAS doesn't publish an approval time beyond the account activation step.
