SBA small business certifications (federal set-asides)

What it's for

Many federal contracts are "set aside" for small businesses or for specific kinds of small businesses. Basic small business status is self-certified in SAM.gov. The special programs (8(a), HUBZone, WOSB/EDWOSB, VOSB/SDVOSB) require SBA certification through MySBA Certifications.

Have this ready

• An active SAM.gov registration (8(a) applicants apply after registering in SAM; see the SAM.gov walkthrough)
• Your NAICS codes and the SBA size standard for each
• Average employees over the last 24 months, or average annual receipts over five complete fiscal years (depends on your NAICS size standard)
• Ownership and control documents, and proof of U.S. citizenship for qualifying owners
• For 8(a) and EDWOSB: owners' personal financial information (net worth, income, assets)
• For HUBZone: principal office address and employee home addresses
• For VOSB/SDVOSB: veteran status and, for SDVOSB, VA service-disabled rating

Steps

1. Check your size. Look up your NAICS size standard with SBA's Size Standards Tool (https://www.sba.gov/size-standards/). Who qualifies: businesses under the employee or revenue limit for that NAICS code.
2. Self-certify small in the reps and certs section of your SAM.gov registration. No SBA application is needed for general small business set-asides.
3. Pick any special programs you may qualify for:

• 8(a) Business Development: at least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged (personal net worth $850,000 or less, AGI $400,000 or less, assets $6.5 million or less), usually in business two years. https://www.sba.gov/federal-contracting/contracting-assistance-programs/8a-business-development-program
• HUBZone: small, at least 51% owned and controlled by U.S. citizens (or certain listed entities), principal office in a HUBZone, and at least 35% of employees living in a HUBZone. https://www.sba.gov/federal-contracting/contracting-assistance-programs/hubzone-program
• WOSB / EDWOSB: small and at least 51% owned and controlled by women who are U.S. citizens; EDWOSB adds the same economic limits as 8(a). https://www.sba.gov/federal-contracting/contracting-assistance-programs/women-owned-small-business-federal-contract-program
• VOSB / SDVOSB (VetCert): small and at least 51% owned and controlled by veterans; for SDVOSB, by veterans rated service-disabled by the VA. https://www.sba.gov/federal-contracting/contracting-assistance-programs/veteran-contracting-assistance-programs

1. Go to MySBA Certifications (https://certifications.sba.gov), use its checklists and eligibility check, create an account, and apply.
2. Respond quickly to any SBA document requests.

After you register

• HUBZone: recertify every three years; SBA may do unannounced site visits.
• 8(a): lasts a maximum of nine years (four development, five transitional).
• Keep your SAM.gov registration active and your size representations current.
• Tell SBA about ownership changes, mergers, or acquisitions.

Watch out for

• 8(a) rules just changed. A final rule took effect September 10, 2026. Applicants must now prove social disadvantage with "verifiable, fact-based evidence." Pending individually owned applications were returned with 45 calendar days to update and resubmit. SBA is prioritizing some defense-critical NAICS codes. Check SBA's 8(a) page before you apply.
• Veteran self-certification is over. SBA says firms needed VetCert certification by December 22, 2024, and VA set-asides require certification with no self-certification option.
• WOSB third-party certificates do not replace MySBA. Those firms must still upload proof of citizenship and the certifier's documents to MySBA Certifications before bidding.
• Size is measured per NAICS code, so you can be small for one code and not another. If you are unsure, get free help from SBA (866-SBA-HELP, certifications@sba.gov) rather than a paid consultant.
