How to Register as a Vendor in Delaware

What it's for

Delaware posts state solicitations (RFIs, RFQs, ITBs, RFPs) in one public Bid Solicitation Directory at bids.delaware.gov (mmp.delaware.gov/Bids). Separately, every supplier must register in the eSupplier Portal. The state says it "does not accept IRS Form W-9, instead all suppliers are required to register through the eSupplier Portal." That creates your official state supplier record so you can be awarded work and paid.

Have this ready

• Taxpayer ID (EIN, or SSN for a sole proprietor) and legal name exactly as the IRS has it. The state verifies your TIN with the IRS.
• Business address and contact information
• An email address for bid alerts and account notices
• Payment/banking details may be requested for your supplier record; the exact list is in the state's eSupplier "New Supplier Registration Guide," which could not be read for this guide
• A list of your industries/business areas for the notification service

Steps

1. Register in eSupplier. Go to esupplier.erp.delaware.gov and use the new supplier registration. Follow the state's New Supplier Registration Guide (linked from the portal's help guides) for screen-by-screen detail.
2. Submit and wait for IRS TIN verification. Once verified, your official supplier record is created.
3. Sign up for bid alerts. Register with the free Delaware Notification Service (linked from the bid directory) and choose your areas of business interest. The state posts a step-by-step subscriber guide.
4. Find bids in the Bid Solicitation Directory. Each solicitation explains how to respond. Online bidding does not apply to all solicitations, so read the instructions for each one.
5. Submit your response the way the solicitation specifies, by its deadline.

After you register

• Watch your email for alerts in your chosen categories.
• To change your supplier record (address, contacts, etc.), log in to eSupplier and submit a change request. Suppliers who existed before the portal must first set up a user ID.

• Check contracts.delaware.gov for current state contracts and pricing.
• Renewal requirements were not stated on official pages checked.

Watch out for

• Two sign-ups: eSupplier (supplier record) and the Notification Service (alerts) are separate. Doing only one leaves a gap.
• Construction and DOT are separate: DelDOT posts construction bids on its own Competitive Bids page (deldot.gov/Business/bids), and some Division of Facilities Management construction and professional-services bids use Bonfire (dfm.bonfirehub.com), which states there is no cost to register.
• Schools, municipalities, and fire companies often buy on their own. Contact their procurement officers directly.
• Paid third-party "registration services" are unnecessary. The state's registration and alerts are free.
