How to Register as a Vendor in New Jersey

What it's for

NJSTART is New Jersey's eProcurement portal, run by the Division of Purchase and Property (DPP). A vendor profile lets you get email notices of bids in your NIGP codes, submit quotes, receive purchase orders, and invoice electronically. You can also store many state forms, including your W-9, in the profile so you don't have to file them again for every bid.

Have this ready

• FEIN (or SSN for a sole proprietor) and your company name exactly as registered
• Country of incorporation, primary business address, and a valid email
• The person who will be your NJSTART Administrator, who keeps the profile up to date
• Bank details for EFT, if you want electronic payment
• At least one NIGP commodity/service code for what you sell
• A New Jersey Business Registration Certificate (BRC) from the Division of Revenue and Enterprise Services (DORES). The state says "all businesses must have a valid Business Registration Certificate (BRC) from DORES prior to conducting business in the State of New Jersey."

Steps

1. Go to www.njstart.gov and start a new vendor registration.
2. Enter your EIN or SSN and company name.
3. Company Information: enter your official address and contact details.
4. Administrator: name the person responsible for maintaining the profile.
5. Addresses & EFT: add other business addresses and electronic payment details if needed.
6. Terms: optional.
7. Categories and Certifications: check the categories that apply to your business.
8. Commodity/Service Codes: choose at least one NIGP code.
9. Summary: review everything and submit. A confirmation goes to your registered email.
10. Afterward, fill in the shortened state forms in your profile (such as the W-9). The state says in some cases you "may not be required to complete a form at all."

After you register

• NJSTART emails you about bids that match your NIGP codes. Add codes as your offerings change.
• Keep your BRC and profile forms current. Expired forms can hold up an award.
• Individual quotes often require forms such as the Ownership Disclosure Form, Disclosure of Investment Activities in Iran, and Disclosure of Investigations. Check each solicitation's list.

Watch out for

• Construction projects for the Division of Property Management and Construction (DPMC) are advertised separately on DPMC's project advertisement page, and DPMC also uses Bid Express and AccessGov. NJDOT posts its own procurements. Independent authorities, such as the Turnpike Authority and NJ Transit, have their own portals.
• The BRC is a separate registration with DORES. NJSTART doesn't issue it.
• Registration is something you do yourself on njstart.gov. You don't need a paid "registration service."
