How to Register as a Vendor in Oklahoma

What it's for

The Oklahoma Supplier Portal (reached through vendors.ok.gov) is where businesses register, find state bid events and submit bids to OMES Central Purchasing and state agencies. There are two levels:

• Bidder Registration lets you view solicitations and bid without getting a supplier ID yet.
• Supplier (or Payee) Registration gives you a supplier ID. OMES says "a supplier ID is required for contract award."

Have this ready

• Tax ID, entered without dashes: FEIN, SSN or ITIN
• A current, signed and dated W-9 to upload (full supplier registration)
• A primary address (it is checked against USPS) and a remit address if payments go somewhere else
• Contact details for the person who will own the login
• UNSPSC codes. OMES says "State of Oklahoma uses the UNSPSC codes for procurement registration."
• Later, for payment: the OMES EFT Enrollment Request form (posted on the Supplier Portal page)

Steps

1. Go to the OMES Supplier Portal page and open the Oklahoma Supplier Portal.
2. Decide between Bidder Registration (view and bid only) and full Supplier registration (needed before award). If you expect to win work, full registration saves a step later.
3. For supplier registration, the OMES guide lists these sections in order: Welcome (entity type), Identifying Information (tax ID, profile questions, W-9 upload), Addresses, Contacts (creates your user ID), Categorization (UNSPSC codes) and Submit (confirm email, accept terms).
4. To bid, sign in as an existing user (the bid guide says not to use the Public Bidding Events tile for this). Go to Bidding Opportunities, then Public Events, and open the event.
5. Accept the event and submit your response before the close date. Accepting an event doesn't commit you to submitting a bid.

After you register

• You'll get emails about event status and about award outcomes, including if you weren't selected.
• Keep contacts, addresses and UNSPSC codes current in the portal.
• Before an award, OMES may point you to other agencies for Secretary of State filings, workers' compensation insurance or business certifications.

Watch out for

• Construction: OMES Construction & Properties posts construction bids over $100,000 on Bid Express, which needs its own account. ODOT (the transportation department) posts highway lettings separately and requires contractor prequalification.
• The old ok.gov solicitation list only holds bids posted before the Supplier Portal went live.
• Registration is free. Don't pay a third party to register you.
• OMES doesn't publish an approval time.
