How to Register as a Vendor in South Dakota

What it's for

South Dakota's Office of Procurement Management (now part of the Bureau of Human Resources and Administration) buys goods and services for state agencies. It runs its bidding through an electronic sourcing system from ESM Solutions, which the state calls Mercury Commerce. Registering puts you on the state's bidder list, so you get email notices for bids in the categories you pick.

Have this ready

• Legal business name, address, and a main contact email and phone
• Federal Employer ID Number (FEIN/EIN) or SSN for sole proprietors, plus a W-9 (the state's vendor manual includes a W-9 in its appendix)
• Registration with the South Dakota Secretary of State. The state says you must be registered there "before any contract can be awarded."
• A list of the products and services you sell, so you can pick the right commodity categories

Steps

1. Open the state's vendor registration information page (portal_url above). If it doesn't load properly, the Office of Procurement Management's page on sd.gov/bhra has the current link.
2. Create a bidder account in the ESM Solutions / Mercury Commerce system and enter your company and contact information.
3. Choose every commodity category that matches what you sell. The state sends notices based on these picks.
4. Submit your registration.
5. Check the public posting board (bids_url) for open solicitations, and respond in the way each solicitation says.
6. If you are a corporation or LLC, confirm your Secretary of State registration is active before you might win an award.

The state's vendor manual only describes these steps in general terms. It does not list exact screens or fields.

After you register

• Notices go out "based on the commodity classifications chosen at the time of registration."
• The manual says: "It is the bidder's responsibility to keep their information current in ESM Solutions." No renewal period is published.
• You do not need to send back a "No Bid" to stay on the bidder list.

Watch out for

• Pick categories carefully. The state says it is not responsible if you miss notices because you didn't choose the right categories.
• Optional paid services. Registering and bidding are free. ESM sells optional extras, and the manual says any fees for them are "between the bidder and ESM Solutions." You don't need them to bid.
• Third-party sites. State bids are also syndicated on BidNet Direct's "South Dakota Purchasing Group," and aggregator sites like southdakotabids.com are not official. Paid subscriptions there are optional.
• Construction and DOT are separate: the Office of the State Engineer posts building construction bids on sd.gov/bhra (KB0044739), and SDDOT highway lettings are on dot.sd.gov.
• Some RFPs post elsewhere. The Bureau of Finance and Management posts some RFPs as PDFs at bfm.sd.gov/solicitations.
