How to Register as a Vendor in Missouri

What it's for

MissouriBUYS is Missouri's statewide eProcurement system. It now runs on MOVERS, the state's Oracle system. When you register, you get email alerts for bids that match your UNSPSC codes, and you can submit responses online. Registrations from the old MissouriBUYS (WebProcure) system did not transfer. If you registered before the switch in 2024, you must register again.

Have this ready

• Your 9-digit TIN (FEIN, or SSN for a sole proprietor), legal name, website and organization type
• A hand-signed and dated W-9 from the last 12 months. The state's guide says digital signatures are rejected.
• A physical address that matches your W-9, plus an optional PO Box
• At least one contact (name, email, phone). One contact must hold the "MO Supplier Self Service Administrator" role.
• Bank routing and account number and account type. The state allows one account per registration and encourages direct deposit.
• UNSPSC codes for your products and services
• Answers for a short questionnaire covering military service status, emergency supplier list and service zones

Steps

1. Go to missouribuys.mo.gov/supplier-registration. Read the Registration Instructions and Checklist, then choose the link to register in MissouriBUYS, powered by MOVERS.
2. Enter your email and the access code the system gives you.
3. Supplier Details: enter your legal name, website, country, TIN and organization type.
4. Contacts: add your primary contact and assign roles, including the Self Service Administrator.
5. Addresses: enter the W-9 address and mark what each address is used for (contracts, payments, solicitations).
6. Bank Accounts: enter your direct-deposit details.
7. Products and Services: choose your UNSPSC categories. These drive your bid notifications.
8. Fill in the questionnaire, attach your W-9, and submit.
9. Add ewqg.fa.sender@workflow.g1mail.us8.oraclecloud.com to your safe-senders list. The state's FAQ says a welcome email with your user ID and a password-reset link comes a few minutes after the first notice.

After you register

• Bid alerts are emailed to you automatically based on your UNSPSC codes.
• You aren't an approved vendor until the state accepts your signed W-9 and changes your status to "Spend Authorized."
• Keep your contacts, codes and bank details current. Older solicitations still being handled in WebProcure may need your profile kept up to date there as well.

Watch out for

• Facilities Management, Design and Construction (FMDC) posts state building construction projects on its own OA/FMDC bid page, not on the MissouriBUYS bid board. MoDOT highway lettings are also separate.
• Some agencies run their own bid sites. OA keeps a list of "agency bid/proposal sites."
• A digitally signed W-9 is a common reason registrations get held up.
• You can register yourself directly with the state. You don't need a paid third-party service.
