How to Register as a Vendor in New York

What it's for

New York does not have one "vendor registration" that does everything. State agencies are required to advertise bid opportunities in the NYS Contract Reporter, and a free NYSCR account lets you read full ads and get daily email alerts. Payment setup (a NYS Vendor ID in the Statewide Financial System) is a separate step that normally happens when an agency is ready to pay you.

Have this ready

• An email address and business contact details
• The contracting categories, locations and ad types you want alerts for
• For payment later: legal name and EIN/TIN that match IRS records, and a completed NYS Substitute Form W-9 (AC 3237-S)

Steps

1. Go to nyscr.ny.gov and create a free account. NYSCR says "you must register to access the site's resources."
2. Set your e-Alert preferences by category, location and ad type so matching ads are emailed to you daily.
3. Optionally, choose the expanded registration to be listed in the NYSCR Business Registry.
4. Browse ads, open the ones that fit, and follow each ad's instructions. The issuing agency's solicitation tells you how and where to submit.
5. Optionally, sign up for the OGS Purchaser Notification Service for updates on OGS centralized contracts.
6. When an agency plans to pay you, it collects your Substitute W-9 and adds you to the Statewide Vendor File. The Comptroller (OSC) says agencies start this step, not vendors.

After you register

• Once you have a NYS Vendor ID, SFS emails you instructions to enroll in the Vendor Self-Service portal, where you can check purchase orders, invoices and payments and update your contact and address details.
• Some agencies ask for a Vendor Responsibility Questionnaire. You can file it online through OSC's VendRep System and update it at any time.
• Keep your NYSCR alert categories current so you don't miss ads.

Watch out for

• Construction: OGS Design & Construction posts its bids separately (ogs.ny.gov/construction-opportunities) and takes submissions through Bid Express. NYSDOT highway lettings use their own electronic bid system at dot.ny.gov.
• Public authorities and agencies also advertise in NYSCR, but each ad has its own submission method and deadlines.
• NYSCR is free. You do not need a paid "registration service" to get state bid alerts.
• Official sources do not give a processing time for NYSCR accounts.
