How to Register as a Vendor in South Carolina

What it's for

South Carolina requires state agencies to advertise solicitations above set thresholds in South Carolina Business Opportunities (SCBO). That covers goods, services, IT and construction. To place bids and get paid, you register as a vendor in the state's SCEIS system. SCPro is replacing SCEIS vendor registration. Its first release, covering supplier management, sourcing and contracting, is scheduled for November 2026, so expect the registration screens and links to change.

Have this ready

• Business legal name and tax ID (FEIN or SSN). The Procurement Services page doesn't list the exact fields, so have your W-9 details on hand.
• A primary company contact, email address and office phone number
• Full mailing address
• The commodity codes you want notices for. SCPro will email suppliers registered under the same commodity code used on a solicitation. The code set isn't stated in the FAQ.

Steps

1. Check the Division of Procurement Services registration page (procurement.sc.gov/doing-biz/registration) first. It will point to SCPro once SCPro goes live.
2. New vendors: open the SCEIS New Vendor Registration link and complete the form.
3. Already registered? Use the update link instead of creating a new record. Use the SCEIS Vendor Search to check whether your company already has one.
4. Allow up to 30 days for processing, and register well before any bid you want to submit.
5. Find bids in the SCBO online edition, then follow each ad's link to the agency or Central Purchasing solicitation for documents and submission instructions.

After you register

• The state asked existing vendors to confirm their contact, email, mailing address and phone in SCEIS by May 15, 2026, so the data would move cleanly into SCPro. If you missed that date, log in and check your record now.
• Once SCPro is live, it will send email notifications by commodity code and feed advertisements to SCBO automatically.
• Keep contacts and addresses current. Official pages don't describe a renewal cycle.

Watch out for

• Construction: state and many local construction solicitations are advertised in SCBO. SCDOT highway lettings are separate, on SCDOT's letting pages, and require SCDOT prequalification.
• System change: links and steps above may stop working after SCPro launches in November 2026. Check the Procurement Services site before you start.
• The 30-day processing window can make you miss a deadline, so register early.
• SCEIS registration is free. Don't pay a third party to do it.
