How to Register as a Vendor in Vermont

What it's for

VTBuys is Vermont's central eProcurement system. It went live in July 2025, and the state says it "will largely replace the Electronic Bid Board (EBB)" in phases. A VTBuys supplier registration lets you get automatic notices for bid opportunities, respond to them, and set up payment information so the state can pay you.

Have this ready

• Company information: legal name, address, and contacts
• Federal tax ID (EIN), or SSN for a sole proprietor, for the W-9. The state's supplier page says an electronic W-9 is required for change requests.
• Bank (ACH) information for payments
• UNSPSC commodity codes for what you sell. Vermont moved to higher-level ("Level 2") UNSPSC codes on December 16, 2025, and posts a cross-reference spreadsheet.
• Any Vermont Secretary of State business registration details. The VTBuys pages don't say whether this is checked at registration, so confirm what the solicitation asks for.

Steps

1. Go to the VTBuys supplier login page (portal_url above).
2. Create an account in VTBuys. The state's training page has short videos for this.
3. Register as a supplier once you're signed in. Enter your company details, W-9, and ACH information.
4. Pick your UNSPSC commodity codes. Use the state's spreadsheet if you had codes under the old system.
5. Submit your registration. The state doesn't publish an approval time.
6. If you were already a Vermont supplier, the state says you should create a password and complete the business registration instead of starting over.

After you register

• VTBuys sends automatic notices for bid opportunities in your codes.
• Keep your W-9, contacts, and bank details current in VTBuys. The state has a PDF guide for replacing an existing ACH account.
• Review your commodity codes after the December 2025 change so you don't miss notices.

Watch out for

• Check both sites during the changeover. Some opportunities still post on the EBB (vermontbusinessregistry.com), and VTBuys is taking over in phases.
• VTrans: the FAQ says VTrans Design-Bid-Build and other alternative delivery projects, plus grant opportunities, "will continue to be posted on the EBB, as well as on VTBuys."
• Other buyers: the EBB also lists UVM and municipal bids. Those aren't state agency bids and may have their own rules.
• Registration is free. You don't need a paid service to register for you.
