What it's for

The West Virginia Purchasing Division buys for most state agencies and posts its solicitations in the West Virginia Purchasing Bulletin. The Bulletin is "available only through the Vendor Self-Service portal in wvOASIS." A VSS account lets you get email notices for your commodity codes and respond online. Paying the annual fee makes you a fully registered vendor who can receive larger contracts.

Watch out for

The fee threshold doesn't match between official sources. The registration page says $5,000 and the Vendor Procurement Guide says $2,500. If you expect more than $2,500 in state orders a year, plan on paying the $125. Sole-source purchases are exempt, and branches that share a tax ID pay once.
Spec writers can't bid. Anyone "paid to custom design or write specifications" can't bid on that solicitation.
Highways are separate: the Division of Highways (road construction) is "statutorily exempt" from Purchasing Division rules and posts its own lettings. Architect and engineering work uses an Expression of Interest process, and some agencies also post their own bids.
SWaM (small, women- and minority-owned) certification is separate from registration and must be renewed every two years.
Paid services: the VSS account is free, and the only state fee is the $125 paid to the Purchasing Division.
