What it is
The State Procurement Office (SPO) in the Arizona Department of Administration (ADOA) buys for state agencies through the Arizona Procurement Portal (APP). Arizona does not run its own MBE or WBE certification, and SPO's materials describe no state small business certification. Instead, state law steers small purchases to small businesses, and SPO marks Arizona-based small businesses and veteran-owned vendors in its vendor records.
Who qualifies
- Small business: ADOA's Arizona-based small business effort counts firms with a primary address in Arizona and either fewer than 100 full-time employees or gross annual receipts under $4 million (ADOA, March 2025). The statute leaves the definition to the director's rules.
- Veteran-owned: at least 51% owned by veterans, with veterans controlling management and daily operations, and a home office in Arizona that is not a branch or subsidiary of a foreign corporation (SPO notice on SB 1373). You mark this status in your vendor profile. It is not a certification.
- Out-of-state firms can register and bid. The veteran-owned indicator and the Arizona-based small business label require an Arizona home office or primary address.
What it means for your bids
- Purchases of $100,000 or less "shall be restricted, if practicable, to small businesses," and buyers rotate which small businesses they invite (A.R.S. 41-2535). If a buyer does not restrict a purchase, it must record why.
- Qualifying vendors get a "locally owned small business" label on their APP page, and contract managers can filter for small businesses (ADOA).
- The SPO notice describes no price preference for veteran-owned firms. The state uses the indicator for reporting.
- Public building and construction contracts: a bidder using Arizona-made materials, or materials from an Arizona resident dealer who has paid property taxes for 2 years, wins when the competing bid is less than 5% lower (A.R.S. 34-242 and 34-243, per the Texas Comptroller's summary). The total preference cannot exceed 5%.
How to get certified
There is no state certification to apply for. To get the benefits above:
- Register as a supplier in the APP through the State Procurement Office: https://spo.az.gov/. You must register to bid.
- Choose accurate commodity codes. They control which bid notices you receive.
- Log in and confirm your APP page shows the right small business status, as ADOA advises.
- If you are veteran-owned, mark it in your vendor profile. The SPO notice refers to ProcureAZ, the system name at the time.
- For City of Phoenix work, ask the city's Equal Opportunity Department about its Small Business Enterprise (SBE) certification for economically disadvantaged owners: brd.certification@phoenix.gov or 602-262-6790.

Watch out for
- HB 2858 (2026) proposed a tie-bid preference for Arizona bidders and matching penalties for bidders from states that favor their own. We could not confirm that it passed.
- City and county programs, such as the City of Phoenix SBE program, are separate from state purchasing.
- Federal DBE (highway and transit work) is a separate program.
