Every state has its own programs for small, minority-, women- and veteran-owned businesses on state bids. Some run a certification, some give in-state or veteran preferences instead, and several changed or ended theirs in 2025-2026. Each page says what's running, who qualifies, what it does on bids and how to get certified.

Does my state have its own certification?
Most do. The page for your state says which certifications it issues or, if it doesn't issue any, which in-state, small business or veteran preferences apply on state bids.
Does a suspended certification still count on bids?
It depends on the program and the bid. Each page says what the official notice or court order says, and links the program office to confirm.
