What happened

In February 2026, Florida lawmakers took up HB 5207, a Department of Management Services bill. It covered "the Office of Supplier Development" and the "participation of Florida-based small business enterprises in state procurement." Central Florida Public Media reported that it would rename the Office of Supplier Diversity and shift its focus to Florida small and veteran-owned businesses. HB 5207 died on March 13, 2026. A new version, HB 5207E, passed both chambers in a May special session, but it "Died in Conference Committee" on May 29, 2026. Two other 2026 bills touching the office's statute, HB 1189 and SB 1662, also died on March 13, 2026.

What it means for your bids

  • The Office of Supplier Diversity still exists. The 2026 Florida Statutes keep section 287.09451 titled "Office of Supplier Diversity; powers, duties, and functions," with no 2026 changes.
  • The DMS certification page still lists MWBE and VBE certification.
  • Your Florida certificate keeps whatever weight each agency's bid gives it. Read each solicitation for how it is used.
  • Cities and counties in Florida run their own programs. They may treat certificates differently.

What to do now
