What it is

Louisiana Economic Development (LED) certifies Louisiana small businesses under two state programs. The Hudson Initiative covers small entrepreneurships. The Veteran Initiative covers veteran-owned and service-connected disabled veteran-owned small entrepreneurships. Both are "race and gender neutral" goal programs, not set-asides. They earn extra points on state RFPs, help on small purchases, and a listing that state buyers and prime contractors use to find subcontractors.

What changed

On December 20, 2025, LED repealed its old Minority Business Enterprise rules and its Office of Women's Business Enterprise rules. LED called them "obsolete and unnecessary" after a review ordered by Executive Order JML 25-038. LED's 2025 rules report does not list any change to the Hudson or Veteran rules. It says LED will keep reviewing its remaining rules in 2026.

Who qualifies

  • Principal place of business in Louisiana, owned by people domiciled in Louisiana.
  • Owners and officers are U.S. citizens or legal residents.
  • Fewer than 50 full-time employees. No minimum, so a one-person firm can qualify.
  • Average annual gross receipts of $5 million or less (non-construction) or $10 million or less (construction). The Veteran Initiative allows $6 million for non-construction.
  • Independently owned and operated, and not dominant in its field.
  • Veteran Initiative: at least 51% owned by a veteran. The service-connected disabled veteran label needs 51% ownership by a service-connected disabled veteran.
  • Out-of-state businesses do not qualify, per LED.

What it means for your bids

  • RFPs: certified firms can get up to 10% of total evaluation points (Hudson) or 12% (Veteran). Primes that use certified subcontractors can also earn points.
  • Bids marked for small entrepreneurship participation: you must be certified or show good faith efforts, including written notice to at least three certified firms at least five working days before bid opening.
  • Small purchases (Executive Order JML 24-114): over $10,000 up to $20,000, the three-quote rule can be waived when buying from a certified firm at a reasonable price. Over $20,000 up to $25,000, agencies seek five quotes, including at least two certified firms where possible.
  • There are no set-aside contracts. Certification does not guarantee work.

How to get certified

  1. Apply online at ledsmallbiz.com (LED Small Business Certification System): https://smallbiz.louisianaeconomicdevelopment.com/Account/Login. One application covers both programs.
  2. LED reviews completed applications within two business days and emails the result.
  3. Register in the LaGov Supplier Portal and watch LaPAC for bids: https://wwwcfprd.doa.louisiana.gov/osp/lapac/pubmain.cfm. OSP says LED data syncs to LaPAC on Mondays and Fridays.
  4. Submit an annual update before your certification anniversary. If you miss it, certification ends and you must recertify.
  5. The official pages do not mention a fee.

Watch out for

  • Louisiana does not run its own MBE or WBE certification. LED points firms to LAMSDC (MBE) and WBEC South (WBE).
  • A federal VetBiz certification does not replace the Veteran Initiative certification.
  • An older OSP guide lists different small purchase limits than Executive Order JML 24-114. Follow the order.
  • Federal DBE (USDOT) is a separate program.
  • City and parish programs are separate. Check each one.
