What it is

The Supplier Diversity Office (SDO), in the Executive Office for Administration and Finance, certifies minority (MBE), women (WBE), veteran (VBE) and Portuguese (PBE) business enterprises. It also recognizes service-disabled veteran (SDVOBE), LGBT (LGBTBE) and disability-owned (DOBE) firms certified by approved third parties. These count toward the Supplier Diversity Program (SDP) on state goods and services contracts. The SDO also runs the Small Business Purchasing Program (SBPP) for Massachusetts-based small businesses.

Who qualifies

  • SDO certification: at least 51% owned and controlled by eligible people in the same category, who hold the top position, run the business and share real risk and profit. For-profits and 501(c)(3) or (c)(4) nonprofits can apply.
  • The SDO guide and FAQ do not list a size limit for diversity certification.
  • Out-of-state firms can get MBE, WBE, VBE or PBE certification, but must be certified in their home state first. Registering as a foreign entity in Massachusetts is not required just for certification.
  • Third-party route: SDVOBE (SBA, NaVOBA or Disability:IN), LGBTBE (NGLCC), DOBE (Disability:IN). MBE and WBE letters from GNEMSDC, Center for Women & Enterprise and the City of Boston are also on the SDO's accepted list.
  • SBPP: principal place of business in Massachusetts, in business and filing taxes for at least one year, 50 or fewer full-time equivalent employees, and average gross revenue of $15 million or less over three years.

What it means for your bids

  • On goods and services bids worth more than $250,000 a year, every bidder must commit at least 1% of contract sales to certified diverse partners in an SDP Plan. No commitment means no award. The plan is worth at least 25% of the score, and the commitment applies every contract year.
  • SBPP: on Executive Department purchases of $250,000 or less a year, buyers award to an SBPP bidder that meets best value when one responds. The program "does not guarantee contract awards."
  • State spending benchmarks: 8% MBE, 14% WBE, 3% veteran, 0.3% DOBE, 0.3% LGBTBE and 3.3% SBPP.
  • Construction and design work falls under separate Affirmative Market Programs, not SDP or SBPP.

How to get certified

  1. Take the self-assessment: https://www.diversitycertification.mass.gov/SelfAssessment/InitiateSelfAssessment.aspx
  2. Register in the SDO Certification Portal: https://www.diversitycertification.mass.gov/Registration/Login.aspx
  3. Watch the pre-certification webcast and answer its questions.
  4. Choose "Apply for SDO Certifications," then the For Profit Form. Out-of-state firms add their home-state certification letter or site visit report.
  5. Third-party certified firms choose "Apply/Verify my Third-Party Certifications" and upload the certifier's letter.
  6. For SBPP, register separately in the same portal. A Department of Revenue check runs overnight.

SDO certification is free, and the SBPP page also says the program is free. The SDO says certification "may take 30 to 60 days" after a complete application, with no expedited reviews. Certification lasts three years, and the SDO sends renewal instructions about 45 days before it expires. A third-party-based certification expires when the original certification does.

Watch out for

  • Springfield-based firms seeking MBE, WBE or VBE apply through Springfield Business Certification instead.
  • The City of Boston runs its own certification program.
  • Federal DBE certification is separate from SDO certification.
  • DCAMM Contractor Certification is a separate program from SDO certification.
  • Certified MBEs' race or ethnicity now shows in the SDO directory search unless the firm asks the SDO for privacy (per the SDO's April 2026 newsletter).
