What it's for

The Idaho Transportation Department (ITD) Office of Civil Rights runs Idaho's Unified Certification Program (UCP), which certifies Disadvantaged Business Enterprises (DBEs) under 49 CFR Part 26. ITD's page does not list other certifying agencies. ITD also handles Airport Concession DBEs (ACDBEs) and ran a joint DBE/ACDBE re-evaluation. DBE certification lets a firm count toward DBE goals on contracts paid for with U.S. Department of Transportation (USDOT) money.

Where this state stands

  • DOT's UCP status page (updated Oct 2, 2026) shows Idaho's re-evaluation is complete.
  • ITD's July 10, 2026 notice says ITD "has completed the reevaluation period for previously certified" DBE firms.
  • ITD's "move forward date" for accepting re-evaluation documents was May 1, 2026.
  • Re-evaluation documents went through the portal as the "2025 Re-Evaluation Application."
  • ITD says firms that did not submit "will remain ineligible for the DBE program until they submit the required documentation," and its notice says such firms "can be decertified from the program completely."
  • Applications reopened: interstate firms "starting July 13, 2026"; new Idaho-based firms "starting on August 3, 2026."
  • Narrative format: ITD publishes instructions, a workbook and a training video. The instructions list four areas: social disadvantage, economic disadvantage, supporting documentation, and a comparison with non-disadvantaged peers. They say the narrative must be specific and must "NOT rely on or refer to race or sex, in whole or in part." No page limit, font or template is published.
  • The narrative must be the owner's own statement. The federal final rule says it is "not a technical or legally complex document to be written by consultants or legal experts."

Have this ready

ITD's narrative instructions list:

  • Completed personal narrative (PN).
  • Current personal net worth (PNW) statement.
  • Latest personal tax return, with all schedules and W-2s.
  • Latest business tax return, with all schedules.
  • Supporting documents for the narrative (examples ITD gives: denial letters, tax records, correspondence).
  • Interstate firms: a letter showing your home state re-evaluated you after October 3, 2025.

Steps

Already certified (re-evaluation):

  1. ITD's re-evaluation period is over. Log in to the ITD Diversity Management System and check your certification status.
  2. If you never submitted, ITD says you stay ineligible until you do. Read the narrative instructions and contact CivilRights@itd.idaho.gov to ask how to submit now.
  3. Write your narrative yourself and gather the PNW statement and tax returns.
  4. Upload through the portal and answer any follow-up. The UCP decides eligibility.

New applicants:

  1. Read ITD's DBE program page and narrative instructions.
  2. Apply online in the ITD Diversity Management System.
  3. Include the narrative, PNW statement and tax returns.
  4. Interstate applicants: include the letter from your home state showing re-evaluation after Oct 3, 2025.
  5. ITD must decide within 90 days after it has all required information.

After you're certified

  • File a Declaration of Eligibility (DOE) every year on your certification anniversary (federal rule). ITD says firms that fail to submit during annual DOE renewal face decertification.
  • Report material changes within 30 days (49 CFR 26.83).
  • Interstate certification is available; see the letter requirement above.

Watch out for

  • Firms that skipped re-evaluation can lose certification. Don't wait.
  • Free help: ITD contracts with Project Solutions, Inc. (PSI) for DBE supportive services through October 23, 2026, including training and one-on-one consulting (605-737-0377, dbe@projectsolutionsinc.com). Your narrative must still be your own statement.
  • ITD publishes a monthly DBE newsletter on its DBE page.
  • Help from the UCP is free. Application fee: not published.
  • This is a process guide, not legal advice. The UCP decides who qualifies.
