What it's for
Nevada's Unified Certification Program is run by the Nevada Department of Transportation (NDOT) Civil Rights Office. It certifies Disadvantaged Business Enterprises (DBEs), which lets a firm count toward DBE goals on USDOT-funded contracts. NDOT also handles ACDBE (airport concession) certification; its FAQ treats ACDBE firms the same way as DBEs for recertification. Other Nevada member agencies are not listed on the pages reviewed.
Where this state stands
- DOT's UCP status page lists Nevada's re-evaluation as In progress (page last updated Oct 2, 2026).
- NDOT's DBE Recertification FAQ says the process began Oct 3, 2025. The FAQ has blanks where the priority-review end date and the date new applications reopen should be, so those dates: not published.
- While under review, firms are "temporarily delisted" from B2Gnow and the DBE directory.
- How NDOT contacts you: by B2Gnow and email. Firms that qualify get a "Recertification Letter via B2G and email." Decertification notices include USDOT appeal rights.
- Narrative format: NDOT provides a questionnaire template and an example. No page or word limit, signature or notary rule is published. Each owner in the 51% disadvantaged ownership must submit their own narrative. DOT says the PN is the owner's own statement, not something for consultants to write.
- Federal rule: UCPs must finish by Dec 24, 2026 (one 3-month extension possible). Firms that don't respond get a final notice by Mar 24, 2027, then 90 days before disqualification.
Have this ready
For each owner who makes up the 51% disadvantaged ownership:
- Personal narrative (PN).
- Personal Net Worth (PNW) statement (NDOT posts the DBE PNW form). NDOT applies the $2.047 million cap per owner.
- 2024 personal federal tax returns.
- Optional supporting documents.
NDOT's DBE page also posts a DBE/ACDBE Certification Cover Letter Template and the Declaration of Eligibility form.
Steps
Already certified (re-evaluation):
- Read NDOT's DBE Recertification FAQ on the DBE program page.
- Download the PN questionnaire template and the PNW form from https://www.dot.nv.gov/doing-business/external-civil-rights/dbe-program
- Prepare a PN, PNW and 2024 tax returns for each qualifying owner.
- Upload them in B2Gnow at https://ndot.gob2g.com/ or email dbeservices@dot.nv.gov.
- Watch B2Gnow and your email for questions and for NDOT's decision.
- The UCP decides. If denied, the notice explains your USDOT appeal rights.
New applicants:
- Check with NDOT (dbeservices@dot.nv.gov) whether new applications are open; the FAQ leaves the reopening date blank.
- Apply in B2Gnow at https://ndot.gob2g.com/ with your PN, PNW and supporting documents.
- Firms previously denied for disadvantaged ownership may reapply, per the FAQ.
After you're certified
- Your annual renewal (anniversary) date does not change because of recertification, per NDOT.
- Federal rules require a new Declaration of Eligibility (DOE) each year on that date, with your latest gross receipts (49 CFR 26.83). NDOT posts the DOE form.
- To add work codes, use NDOT's NAICS Code Expansion Request Form.
- Interstate firms: NDOT's FAQ says interstate DBEs will be decertified in Nevada and must give proof of recertification from their home-state certifier.
Watch out for
- Your firm drops out of the directory during review. Plan for that if primes look you up.
- If you are certified in Nevada through interstate certification, get recertified in your home state first, then send NDOT proof.
- Missing documents (especially 2024 tax returns) are a stated cause of delays.
- NDOT also runs a Mentor-Protégé Program (forms on the DBE page).
- Help from the UCP is free. You do not need to pay anyone to apply or to write your narrative.
