What it's for

NDDOT leads DBE certification in North Dakota. It certifies Disadvantaged Business Enterprises (DBEs) for USDOT-funded work in the state. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. NDDOT's directory lists both DBE and ACDBE (airport concession) firms, so the program covers ACDBE too. NDDOT's page does not list other member agencies.

Where this state stands

  • DOT's UCP status page lists North Dakota's re-evaluation as Complete (page last updated Oct 2, 2026).
  • NDDOT set May 31, 2026 as its date to finish re-evaluation. Its FAQ says firms that did not submit by then "remain ineligible until they do," or until they ask to withdraw.
  • NDDOT contacted firms by email. The email linked to an open Q&A section in each firm's record in the Certification and Compliance System.
  • Firms were told to "upload your documents to the open Q&A section of your Certification Record."
  • Decisions are sent as a letter through the firm's certification record.
  • Narrative rules NDDOT published: "Once a Personal Narrative has been submitted to NDDOT it will be accepted as is with no revisions." No page limit or template is published.
  • NDDOT's DBE page says documents that don't match the new final rule (effective Sep 25, 2026) "have been removed from this site temporarily" and will be republished once updated.
  • DOT says the PN "is a statement of the owner's own experiences, not a technical or legally complex document to be written by consultants or legal experts."

Have this ready

  • Personal narrative (PN) written by the disadvantaged owner, about their own experiences.
  • Personal net worth (PNW) statement.
  • Backup records: NDDOT's FAQ says backup is "not required" but "highly recommended, if available."
  • For new applications: the full application in the Certification and Compliance System. NDDOT's full document list is under review and not currently posted.

Steps

Already certified (re-evaluation):

  1. Log in to the Certification and Compliance System at https://dotnd.diversitycompliance.com/.
  2. Check your certification record for an open Q&A item or a decision letter.
  3. If you never submitted your PN and PNW, NDDOT's FAQ says you remain ineligible until you do. Contact the DBE Program Manager to confirm what is still open.
  4. Upload your PN and PNW to the open Q&A section of your record. Check it before sending, because NDDOT does not accept revisions.
  5. Watch your record for NDDOT's decision letter. The UCP decides.

New applicants:

  1. Register in the Certification and Compliance System at https://dotnd.diversitycompliance.com/.
  2. Start the DBE (or ACDBE) application and include your PN and PNW.
  3. Answer any NDDOT follow-up questions in the system.
  4. Because NDDOT's application documents are being updated, call or email the DBE Program Manager before you start.

After you're certified

  • Federal rules require a new Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83). NDDOT's own annual-update steps are not currently posted.
  • Report material changes within 30 days, with a signed DOE (49 CFR 26.83).
  • Interstate certification: not addressed on the NDDOT pages reviewed.

Watch out for

  • A submitted narrative is final. NDDOT accepts it "as is with no revisions."
  • Firms that missed the May 31, 2026 date stay ineligible until they submit or withdraw.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • Free help: NDDOT's DBE supportive services provider, Project Solutions, Inc. (701-214-5775, dbe@projectsolutionsinc.com), helps ND firms at no cost. NDDOT also posts a personal narrative workshop video, slides and workbook on its DBE page.
  • Help from the UCP is free.
