What it's for

The Alaska Unified Certification Program (AUCP) certifies DBEs and ACDBEs (airport concessions) in Alaska. The Alaska Department of Transportation & Public Facilities (DOT&PF) Civil Rights Office does the certifying. About 20 member agencies use the AUCP, including the Alaska Railroad, the Municipality of Anchorage and several boroughs and transit systems. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts.

Where this state stands

  • DOT's UCP status page lists Alaska's re-evaluation as not complete (page last updated Oct 2, 2026).
  • DOT&PF says all firms certified under the old presumption "must be reevaluated." Firms receive an official notice explaining the requirements and deadlines. The pages reviewed do not say whether notices go by email or mail.
  • DOT&PF says interstate DBE/ACDBE firms were decertified Nov 11, 2025.
  • No Alaska due date was published. Federal deadline: UCPs must finish by Dec 24, 2026, with one possible 90-day DOT extension.
  • DOT&PF: "If the documents are not submitted by the deadline, the firm remains ineligible."
  • Narrative format: DOT&PF offers an optional Personal Narrative Instructions and Worksheet. It asks for what happened, when, where, who was involved and the economic harm. No page limit is stated. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
  • DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants."
  • Submit by email to dot.cro.DBECerts@alaska.gov or by mail (see contact).

Have this ready

From DOT&PF's re-evaluation checklist:

  • Personal Narrative from each disadvantaged owner who makes up at least 51% ownership.
  • A current Personal Net Worth (PNW) Statement on the USDOT form, with supporting documents. DOT&PF says every certified firm needs "a new and updated PNW regardless of their date of original certification."
  • Any other financial information the owner considers relevant.

New applicants (per DOT&PF's application page):

  • DBE Certification Application, Personal Narrative, PNW Statement.
  • Certification Affidavit Addendum and PNW Affidavit Addendum.
  • Work Category Checklist. Forms are also offered in Chinese-Mandarin, Korean and Spanish.

Steps

Already certified (re-evaluation):

  1. Find your DOT&PF notice and note its deadline.
  2. Download the checklist, PN worksheet and PNW form from https://dot.alaska.gov/cvlrts/dbe-acdbe-ifr-reevaluation.shtml.
  3. Each qualifying owner writes their own PN and completes a PNW Statement.
  4. Email everything to dot.cro.DBECerts@alaska.gov, or mail it to the Civil Rights Office.
  5. The UCP decides and notifies you of the decision.

New applicants:

  1. Get the forms at https://dot.alaska.gov/cvlrts/dbecert.shtml. Read "Your Guide to DBE Certification."
  2. Complete all forms, including the PN and PNW.
  3. Send them as described in DOT&PF's "Where can I send my application?" guidance.
  4. Alaska Native Corporations have a separate packet.

After you're certified

  • File a new Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83).
  • Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
  • Interstate: DOT&PF points out-of-state firms to 49 CFR 26.85. Firms decertified in Nov 2025 need home-state re-evaluation first.

Watch out for

  • Missing the deadline in your notice means your firm "remains ineligible."
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • Free one-on-one narrative process help: Alaska APEX Accelerator (Lynda Gregory, lmgregory@alaska.edu, 907-786-7258).
  • DOT&PF posted recordings of its Jan 2026 trainings on its re-evaluation page.
  • Help from the UCP is free.
