What it's for
The Arkansas Unified DBE Certification Program (ARUCP) certifies DBEs in Arkansas. The Arkansas Department of Transportation (ARDOT) runs it through its Civil Rights division. ARDOT handles both DBE and ACDBE (airport concession) firms under the same re-evaluation rules. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. A list of other certifying members was not found on the pages reviewed.
Where this state stands
- DOT's UCP status page lists Arkansas's re-evaluation as not complete (page last updated Oct 2, 2026).
- ARDOT says: "Arkansas will accept DBE and ACDBE reevaluation documentation...through December 24, 2026." It adds: "Failure to submit required documentation by this date will result in the issuance of Notice of Nonresponse."
- ARDOT also says: "All DBE and ACDBE firms are now effectively suspended" until re-evaluation.
- How firms are contacted: not stated on the page reviewed.
- Submitting: the Personal Narrative goes through ARDOT's online Jotform. The page does not say clearly how to send the PNW and supporting papers. Ask DBE@ardot.gov.
- Narrative format: ARDOT published a Personal Narrative Writing Guide (Oct 2, 2026). It suggests four parts: owner information, social and economic disadvantage, social impediment and economic harm. Firms may use the fillable form or a separate document. No page limit is stated. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
- DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants." ARDOT's guide says each qualifying owner submits their own PN and PNW.
Have this ready
As listed by ARDOT for re-evaluation:
- Personal Narrative (via the Jotform or the fillable form).
- Personal Net Worth Statement on the USDOT form.
- Supporting financial documents.
New applicants:
- ARDOT's DBE Certification Application (posted Oct 2, 2026), plus PN and PNW Statement.
Steps
Already certified (re-evaluation):
- Read ARDOT's Personal Narrative Writing Guide on the DBE page.
- Each qualifying owner writes their own narrative and submits it through the Jotform: https://form.jotform.com/261316085560050.
- Complete the USDOT PNW Statement and gather supporting financial records.
- Email DBE@ardot.gov to confirm how to send the PNW and supporting papers.
- Submit everything by Dec 24, 2026.
- The UCP decides. If denied, you may appeal to USDOT.
New applicants:
- Download the DBE Certification Application from https://ardot.gov/divisions/civil-rights/dbe/.
- Complete it with a PN and PNW Statement.
- Contact DBE@ardot.gov or 501-569-2259 to confirm where to submit.
After you're certified
- File a new Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83). ARDOT's page does not describe its annual process.
- Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
- Interstate certification: not covered on the page reviewed.
Watch out for
- Dec 24, 2026 is the Arkansas cutoff. After that, ARDOT issues a Notice of Nonresponse.
- Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
- While suspended, your firm can't count toward DBE goals.
- Help from the UCP is free. Call 501-569-2259.
