What it's for
The California Unified Certification Program (CUCP) certifies DBEs and ACDBEs (airport concessions) statewide. Ten agencies certify: Caltrans, BART, SFO, LA County, SamTrans, Fresno, VTA, the San Diego County Regional Airport Authority, LA Metro and SFMTA. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts.
Where this state stands
- DOT's UCP status page lists California's re-evaluation as Complete (page last updated Oct 2, 2026).
- CUCP says re-evaluations for firms that submitted by Apr 16, 2026 "have been completed" (as of July 20, 2026). New applications resumed July 21, 2026.
- How firms were contacted: Caltrans says firms got "formal notification through the certification portal and/or email from their certifying agency." Firms had 45 days from notice to submit.
- Caltrans said late submissions would be "processed at a later date" after the Apr 16 group. Firms that did not submit "may be marked inactive and may face decertification procedures."
- Upload (Caltrans firms): log in at caltrans.dbesystem.com, choose "Apply for / Renew Certification," pick the re-evaluation option, attach documents, sign and submit.
- Narrative format: Caltrans published no page limit or required template. It offers an optional Individual Disadvantage Documentation Worksheet and Q&A guides. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
- DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants."
Have this ready
As listed by Caltrans:
- Personal Narrative (PN) from each disadvantaged owner.
- Personal Net Worth (PNW) Statement on the USDOT form, completed in the B2Gnow system and current at submission.
- Full supporting documents for every PNW entry: recent federal tax returns, bank or brokerage statements, deeds, appraisals, mortgage or property tax statements, vehicle titles or loan statements. Caltrans says screenshots are not accepted and all pages are required.
- PN and PNW must be submitted together, not in stages.
- New applicants: a new application, PNW Statement and Personal Narrative.
Steps
Already certified (re-evaluation):
- Search the CUCP directory to see if your firm is listed as active.
- If you're listed, keep up with annual filings (below).
- If you're not listed, or you submitted late, email DBE.Reevaluation@dot.ca.gov (Caltrans firms) or contact your certifying agency to ask about your status.
- If asked to submit, upload your PN, PNW and supporting records in your agency's portal.
- The UCP decides. Caltrans says a denied firm can reapply after a 12-month wait.
New applicants:
- Go to https://californiaucp.dbesystem.com/ and pick a certifying partner.
- Complete the application, PNW Statement and PN.
- Answer any follow-up requests. Caltrans may allow a 30-day cure period for incomplete files.
After you're certified
- File a new Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83).
- Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
- Interstate certification: not covered on the pages reviewed.
Watch out for
- If you missed the Apr 16, 2026 group, check your status now.
- Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
- A denial means a 12-month wait to reapply in California.
- Caltrans posted free webinars on new requirements and narratives. Help from the UCP is free.
