What it's for

The Colorado Unified Certification Program certifies DBEs in Colorado. Two agencies certify: the Colorado Department of Transportation (CDOT) and the City and County of Denver. Denver is the only certifier for ACDBEs (airport concessions) at Denver International Airport. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts.

Where this state stands

  • DOT's UCP status page lists Colorado's re-evaluation as not complete (page last updated Oct 2, 2026).
  • CDOT says "all currently certified DBEs be reevaluated, and ultimately recertified." Every DBE firm must send a personal narrative and an updated personal net worth statement.
  • CDOT's certification portal says firms "should expect contact from the Certification Department." It also says: "Until reevaluations are complete, existing DBE/ACDBE certifications are not valid for contracting purposes."
  • No Colorado due date was published on the pages reviewed. Federal deadline: UCPs must finish by Dec 24, 2026, with one possible 90-day DOT extension.
  • Narrative format: CDOT published no page limit or template on the pages reviewed. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
  • DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants."
  • Denver's narrative guidance pages could not be verified (site blocked automated access).

Have this ready

As listed by CDOT:

  • Personal narrative explaining the owner's social and economic disadvantage.
  • Updated Personal Net Worth (PNW) statement.
  • Other supporting documents the certifier requests.
  • New applicants: the online application and supporting documents. CDOT does not process an application until all required documents arrive.

Steps

Already certified (re-evaluation):

  1. Watch for contact from your certifier (CDOT or Denver).
  2. Each disadvantaged owner prepares their own narrative and a current PNW statement.
  3. Upload them in your certifier's portal as instructed. CDOT says, "DO NOT create a new account, as your firm is already in the system."
  4. Respond to any follow-up request. CDOT gives 15 business days to respond during its completeness check.
  5. The UCP decides. CDOT says denied firms may appeal to USDOT within 90 days.

New applicants:

  1. Start at https://coucp.dbesystem.com/. Choose CDOT (cdot.dbesystem.com) or Denver (denver.mwdbe.com).
  2. Complete the online application with PN and PNW.
  3. Expect a completeness check, an on-site or virtual interview, and a file review.
  4. Note: CDOT's portal banner says not to submit new applications "until further notice." DOT says UCPs may not refuse new applications. Email dot_certifications@state.co.us to confirm.

After you're certified

  • CDOT: "DBE firms are required to update their certification each year" by the anniversary date. File a Declaration of Eligibility (DOE) with your latest gross receipts (49 CFR 26.83).
  • Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
  • Interstate: CDOT has an "Out of State Applicants" page.

Watch out for

  • Missing your annual update leads to revocation. CDOT says removed firms must wait 12 months to reapply.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • Some CDOT pages still show older dollar limits. Check the current USDOT forms.
  • Help from the UCP is free.
