What it's for
The District of Columbia Unified Certification Program (DCUCP) certifies DBEs in DC. The District Department of Transportation (DDOT), through its Compliance and Business Engagement Division, handles DBE certification. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. The DDOT pages reviewed do not cover ACDBE (airport concessions) or list other member agencies.
Where this state stands
- DOT's UCP status page lists DC's re-evaluation as not complete (page last updated Oct 2, 2026).
- DDOT's portal opened for re-evaluation submissions on Apr 24, 2026. DDOT said it aimed to finish all re-evaluations by Oct 1, 2026.
- DDOT: "Firms that fail to submit required documentation by the established deadline may become ineligible for DBE participation." A firm-level deadline was not published on the pages reviewed.
- Federal deadline: UCPs must finish by Dec 24, 2026, with one possible 90-day DOT extension.
- Narrative format: DDOT asks that the narrative address the criteria in 49 CFR 26.67. No page limit or template was published. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
- DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants."
- New applicants are accepted but processed after re-evaluations, first come, first served.
- Firms that want to leave the program can use DDOT's opt-out form.
Have this ready
As listed by DDOT for DC-based (home-state) firms:
- Declaration of Eligibility (DOE).
- Personal Narrative from each disadvantaged owner.
- Current Personal Net Worth (PNW) statement with supporting documents.
- Other financial information "the owner considers relevant," and anything DDOT asks for case by case.
Interstate firms (certified in another state):
- A re-evaluation certification letter from your home state, issued on or after Oct 3, 2025.
Steps
Already certified (re-evaluation):
- Log in to the DDOT Compliance Portal at https://ddot.gob2g.com.
- Start your IFR re-evaluation.
- Upload your DOE, PN, PNW and supporting documents. Interstate firms upload the home-state letter instead.
- Answer any follow-up request quickly.
- The UCP decides.
New applicants:
- Apply through https://ddot.gob2g.com. DDOT's FAQ also lists mail to: Compliance and Business Engagement Division, DDOT, 250 M Street SE, Washington, DC 20003.
- Include the application, PN and PNW Statement.
- Expect a site visit. Applications are handled after re-evaluations.
After you're certified
- DDOT says certified firms "must submit an annual affidavit." File a new DOE every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83).
- Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
- DDOT posted a notice that its DBE reciprocity program is suspended. Interstate firms need the home-state letter described above.
Watch out for
- DDOT's Oct 1, 2026 target has passed and DC is not yet listed as complete. If you haven't submitted, do it now.
- Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
- Free help: DDOT held free workshops and virtual office hours in 2026 (last listed: Sep 17 and Sep 24). A workshop recording is linked on DDOT's page. Help from the UCP is free.
