What it's for

The Illinois Unified Certification Program (IL UCP) is a "one-stop" certification process set up by five agencies: the Illinois Department of Transportation (IDOT), the City of Chicago, the Chicago Transit Authority (CTA), Metra and Pace. Being certified by one member counts with all of them. DBE certification lets a firm count toward DBE goals on contracts paid for with U.S. Department of Transportation (USDOT) money. IDOT's page does not describe Airport Concession DBE (ACDBE) certification; ask the IL UCP member you work with. This guide covers IDOT's process. Other members may have their own steps.

Where this state stands

  • DOT's UCP status page (updated Oct 2, 2026) shows Illinois' re-evaluation is complete.
  • IDOT, April 2026: "We have completed the reevaluations for recertification and submitted them to the U.S. Department of Transportation."
  • IDOT has not published re-evaluation deadlines or notice dates on its pages.
  • If your firm is "currently ineligible due to the Interim Final Rule," IDOT says "the firm must submit a Personal Narrative and updated Personal Net Worth Statement along with the firm's DOE" (Declaration of Eligibility).
  • Where to upload: IDOT's recertification page links an online form where certified firms complete recertification and upload the narrative and PNW statement.
  • Narrative format: IDOT publishes a Personal Narrative Guidance Tool (updated 09/2026) and a Virtual Town Hall recording (1/15/2026). The guidance says the narrative must be "written in your own words" and "must not rely, in whole or in part, on race or sex." It lists topics such as education, employment, financing, business obstacles, and comparison with non-disadvantaged peers. No page limit or template is published.
  • The federal final rule says the narrative is "not a technical or legally complex document to be written by consultants or legal experts."

Have this ready

Re-evaluation / recertification:

  • Personal narrative (PN).
  • Updated Personal Net Worth (PNW) statement on the USDOT form.
  • Your annual Declaration of Eligibility (DOE).

New applications (IDOT list):

  • Uniform Certification Application (Revised).
  • Personal Net Worth Statement (Revised).
  • Personal narrative.
  • Work Category and Location Document (fillable).

Steps

Already certified (re-evaluation):

  1. Go to IDOT's recertification page.
  2. Read the Personal Narrative Guidance Tool.
  3. Write your narrative yourself and complete an updated PNW statement.
  4. Complete the recertification form linked on that page and upload your narrative and PNW.
  5. If you were certified by Chicago, CTA, Metra or Pace, check with that agency too.
  6. Answer any follow-up. The UCP decides eligibility.

New applicants:

  1. Download the forms from IDOT's DBE certification page.
  2. Complete the application, PNW statement, personal narrative and Work Category and Location Document.
  3. Mail to: Attn: Certification Section, Illinois Department of Transportation, Bureau of Small Business Enterprises, 2300 South Dirksen Parkway, Room 319, Springfield, IL 62764.
  4. IDOT says average processing is 90 days from a complete application.

After you're certified

  • IDOT: "Certified firms must confirm their continued eligibility annually by submitting a Declaration of Eligibility (DOE)," with current business and personal tax returns.
  • Report material changes within 30 days (49 CFR 26.83).
  • Check your listing in the IL UCP Directory, updated monthly.
  • Interstate certification: not described on IDOT's pages.

Watch out for

  • Firms marked ineligible under the Interim Final Rule must send a narrative and updated PNW with their DOE to be considered again.
  • Free help: IDOT says "Supportive Service consultants are available to assist firms interested in becoming IDOT certified at no cost." See IDOT's supportive services page. The narrative must still be your own words.
  • Help from the UCP is free. Application fee: not published.
  • This is a process guide, not legal advice. The UCP decides who qualifies.
