What it's for
The Louisiana Unified Certification Program (LA-UCP) certifies Disadvantaged Business Enterprises (DBEs) in Louisiana. Its certifying agencies are split by region. Region 1: the Louisiana Department of Transportation and Development (DOTD). Region 2: Louis Armstrong New Orleans International Airport, the New Orleans Regional Transit Authority, and the DOTD New Orleans DBE Office. DBE certification lets a firm count toward DBE goals on contracts paid for with U.S. Department of Transportation (USDOT) money. DOTD's forms cover DBE and ACDBE (Airport Concession DBE) firms.
Where this state stands
- DOT's UCP status page (updated Oct 2, 2026) shows Louisiana's re-evaluation is not yet complete.
- On March 20, 2026, DOTD launched the "DBE Interim Final Rule (IFR) Narrative Questionnaire." DOTD said firms "are encouraged to complete and return the IFR Narrative Questionnaire as soon as possible to their respective certifying agency to avoid delays in the re-certification process."
- No LA-UCP submission deadline or notice-date schedule is published.
- Questions go to "their certifying agency within the LAUCP."
- Narrative format (published by LA-UCP): The Personal Narrative form has three questionnaires: Education & Training Barriers; Entrepreneurship & Business Financial Opportunity Barriers; and Societal, Environmental & Community Barriers. Each question is answered "Yes," "No," or "Decline." Each "Yes" needs "a brief description (2–4 sentences)" and supporting documents if reasonably available. One extra page is allowed, "limited to this single page and written in 12-point font." The form needs a handwritten signature; the form says electronic signatures are not accepted.
- The form says: "Even if you select 'Decline' for some or all questions, you must submit this completed PN form to continue in the 2026 LAUCP DBE Program Re-evaluation and Certification process."
- Federal deadlines (final rule, Sep 25, 2026): UCPs must finish re-evaluations by Dec 24, 2026 (DOT may grant "a one-time extension of up to 90 days"). Firms that have not responded get a written notice of nonresponse and have until Mar 24, 2027 (or 90 days after a UCP's extended deadline) to send the narrative and PNW statement, after which they are "automatically disqualified" (49 CFR 26.111).
- DOT's final-rule FAQ (Sep 2026) says: "Certifiers must not enforce page limits, mandate topics, or impose any other limitations on an owner's PN outside of what is expressly permitted in the regulations." LA-UCP's questionnaire form and one-page supplement limit were published before that FAQ. Ask your certifying agency whether you may attach a longer narrative.
- The federal rule says the narrative is "a statement of the owner's own experiences, not a technical or legally complex document to be written by consultants or legal experts."
Have this ready
- LA-UCP Personal Narrative form, completed and hand-signed.
- Supporting documents for any "Yes" answers (the form lists examples such as school records, denial letters, transcripts, emails, credit reports or business records).
- DBE/ACDBE Personal Net Worth Statement.
- New applicants: Uniform Certification Application and its supporting documents. DOTD also posts a "DBE Application Tripwires" guide to common errors.
- Interstate applicants: DOTD's interstate certification checklist and cover letter, plus a Declaration of Eligibility.
Steps
Already certified (re-evaluation):
- Find your certifying agency (DOTD for Region 1; airport, RTA or DOTD New Orleans office for Region 2).
- Download the Personal Narrative form and the PNW statement from DOTD's DBE page.
- Answer the questionnaire yourself. Add 2–4 sentences and documents for each "Yes."
- Sign by hand. Complete the PNW statement.
- Return both to your certifying agency. Ask that agency whether to email, mail or deliver. DOTD's mailing address is 1201 Capitol Access Road, Baton Rouge, LA 70802.
- Answer any follow-up. The UCP decides eligibility.
New applicants:
- Download forms from the LA-UCP forms page and read the mailing instructions.
- Complete the application, PNW statement and Personal Narrative form.
- Mail or deliver to the DOTD Compliance Programs Section (or your Region 2 certifying agency).
- The UCP must decide within 90 days after it has all required information.
After you're certified
- File a Declaration of Eligibility (DOE) every year on your certification anniversary (federal rule; DOTD posts the DOE form).
- Report material changes within 30 days (49 CFR 26.83).
- Interstate certification: DOTD posts an interstate checklist and cover letter.
- Check your listing in the LA-UCP directory.
Watch out for
- An electronic signature on the narrative form is not accepted, per the form.
- You must return the form even if you choose "Decline" on questions.
- DOTD's site posts a copy of an October 2025 scam email that posed as a DBE certification alert and pushed a third-party narrative-writing website. Confirm any notice with your certifying agency using official contact details.
- Free help: DOTD links USDOT's OSDBU technical assistance (business coaching, bonding education). Help from the UCP is free. Fee: not published.
- This is a process guide, not legal advice. The UCP decides who qualifies.
