What it's for

Missouri's UCP is run by the Missouri Regional Certification Committee (MRCC). Its partners are MoDOT, the City of St. Louis/Lambert Airport, Bi-State Development/METRO, the Kansas City Area Transportation Authority (KCATA), and the City of Kansas City with the Mid-America Regional Council. A firm certified by any MRCC partner is recognized by all of them. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. ACDBE (airport concession) applications are reviewed by St. Louis-Lambert Airport, KCATA and the City of Kansas City.

Where this state stands

  • DOT's UCP status page lists Missouri's re-evaluation as In progress (page last updated Oct 2, 2026).
  • MoDOT's DBE page says: "DBE NEW AND RE-EVALUATION APPLICATION SUBMISSION: Click here to complete new or re-evaluation application via B2Gnow." Re-evaluations go through B2Gnow at https://modot.gob2g.com/.
  • MoDOT links USDOT's interim final rule, DOT's Oct 3, 2025 letter and DOT's FAQs (updated Dec 1, 2025).
  • Missouri has not published notice dates, a narrative template, page limits or format rules on the pages reviewed.
  • Federal rule: UCPs must finish re-evaluations by Dec 24, 2026 (one 3-month extension possible). Firms that don't respond get a final notice by Mar 24, 2027, then 90 days before disqualification.

Have this ready

  • Personal narrative (PN) from each disadvantaged owner. DOT says the PN is the owner's own statement, "not ... to be written by consultants or legal experts."
  • Personal Net Worth (PNW) Statement on the form MoDOT posts (https://www.modot.org/media/54766), with "supporting documentation for each Worksheet."
  • New applicants: the items B2Gnow asks for in the online application.
  • MoDOT's FAQ lists a PNW cap of $2.047 million.

Steps

Already certified (re-evaluation):

  1. Check your email and your B2Gnow account for a re-evaluation request.
  2. Log in to B2Gnow at https://modot.gob2g.com/ and open the re-evaluation application.
  3. Upload your personal narrative and completed PNW statement with its supporting documents.
  4. Answer any follow-up request. MRCC policy gives 15 calendar days, then a final 7 days.
  5. The UCP decides. Check the MRCC directory to confirm you are still listed.

New applicants:

  1. Consider an MRCC DBE Certification Workshop (cost not listed) (https://www.modot.org/dbe-certification-workshops).
  2. Apply in B2Gnow at https://modot.gob2g.com/.
  3. Include your personal narrative and PNW statement.
  4. Answer information requests on time. Expect a decision within 90 days of a complete file.

After you're certified

  • Submit a Declaration of Eligibility (DOE) every year on your certification anniversary, with gross receipts for your latest fiscal year (MRCC policy). Missing it counts as a failure to cooperate.
  • Report any change that affects eligibility to your certifying partner in writing "within 30 days of its occurrence," with documents and a completed DOE. MoDOT posts a DBE Change Form.
  • Interstate: firms must first be certified in their home state. MRCC policy (2024) says Missouri certifiers have 10 business days to confirm interstate certification once they get the required documents.

Watch out for

  • Information requests have short deadlines (15 calendar days, then a final 7). Watch your email and B2Gnow.
  • MRCC workshops fill up; recent sessions were listed as nearly or fully booked.
  • MoDOT's DBE Program document is an October 2020 version, and the MRCC policy is dated Aug 2024. Both predate the rule change, so confirm details with MoDOT.
  • Help from the UCP is free. You do not need to pay anyone to apply or to write your narrative.
