What it's for

The Oklahoma Unified Certification Program (Oklahoma UCP) certifies Disadvantaged Business Enterprises (DBEs) in Oklahoma. ODOT leads it. ODOT's UCP partner list names about 90 agencies, including cities, airports, transit authorities, state agencies and universities. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. The program also certifies ACDBE (airport concession) firms.

Where this state stands

  • DOT's UCP status page shows Oklahoma's re-evaluation as not complete (page last updated Oct 2, 2026).
  • ODOT's DBE page says: "All DBE/ACDBE certifications will be reevaluated under new federal eligibility standards." It says firms must provide a Personal Narrative (PN) "on the required form," a Personal Net Worth (PNW) statement, and supporting documents.
  • ODOT has not published Oklahoma-specific notice dates or deadlines. How ODOT will contact firms for re-evaluation is not published. ODOT's system does send email notices for annual filings.
  • ODOT posts a "Personal Narrative for Social Disadvantage" form on its Forms page. We couldn't read the form's text (the PDF had no readable text), so page limits and format rules couldn't be verified.
  • Federal deadlines (final rule, effective Sep 25, 2026): UCPs must finish re-evaluations by Dec 24, 2026, with one possible three-month extension. Firms that haven't submitted by Mar 24, 2027 are disqualified (DOT final-rule FAQ, Q17 and Q22).
  • DOT says the PN "is a statement of the owner's own experiences, not a technical or legally complex document to be written by consultants or legal experts."

Have this ready

  • Personal narrative on ODOT's "Personal Narrative for Social Disadvantage" form, written by the disadvantaged owner.
  • Personal Net Worth statement (ODOT posts a PNW form) and supporting documents.
  • For new applications: the Uniform Certification Application (completed online) and ODOT's "Checklist for Uniform Certification Application."
  • An email account (ODOT says one is "required to apply").

Steps

Already certified (re-evaluation):

  1. Log in to https://okdot.gob2g.com/ and keep your email address current there.
  2. Watch your email and account for a re-evaluation request from ODOT.
  3. Download the PN form and PNW form from ODOT's Forms page.
  4. When ODOT asks, submit the PN, PNW and supporting documents as instructed.
  5. If you're unsure what ODOT needs, contact Kellye.Johnson@odot.org. The UCP decides.

New applicants:

  1. Read ODOT's certification process page.
  2. Register at https://okdot.gob2g.com/ and complete the Uniform Certification Application online.
  3. Use ODOT's application checklist. Include the PN and PNW forms.
  4. Finish within 90 days of starting, or the application is deleted.

After you're certified

  • ODOT asks certified firms to "Submit your Declaration of Eligibility" (DOE) each year. ODOT's FAQ still calls it the "No Change Affidavit." The system emails users when it is due. Federal rules require it on your certification anniversary, with your latest gross receipts (49 CFR 26.83).
  • Report material changes within 30 days, with a signed DOE (49 CFR 26.83).
  • Out-of-state firms: ODOT's FAQ says a reviewer "will review your documents and verify that you are certified in your home state."

Watch out for

  • Unfinished online applications are deleted after 90 days (30-day extension possible if ODOT asks you to resubmit).
  • ODOT's posted DBE Program Manual is from 2021, and its posted Declaration of Eligibility and application checklist are dated April 2024, before the rule changes. Confirm current requirements with ODOT.
  • Help from the UCP is free.
