What it's for

The Pennsylvania Unified Certification Program (PA UCP) certifies Disadvantaged Business Enterprises (DBEs) in Pennsylvania. PennDOT says the UCP gives firms "one-stop shopping" for DBE/ACDBE certification. PennDOT's Bureau of Workforce Development & Business Opportunity runs the certification system. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts. The PA UCP also certifies ACDBE (airport concession) firms. A full list of certifying member agencies was not found on the pages reviewed.

Where this state stands

  • DOT's UCP status page lists Pennsylvania's re-evaluation as Complete (page last updated Oct 2, 2026).
  • PennDOT's Aug 26, 2026 update said "The PA UCP plans to complete the required reevaluations of DBEs and ACDBEs by September 1, 2026." It said "Firms that have not completed the reevaluation process by Sept. 1, 2026 will be delisted." Delisted firms don't appear in the public directory and can't count toward DBE goals.
  • That update reported 431 firms reevaluated and eligible, 155 voluntary withdrawals and 50 denials. PennDOT says denied firms must wait at least one year to reapply.
  • How firms were contacted: owners got a submission notice by email from penndot@dbesystem.com with instructions. PennDOT's December 2025 update gave firms 30 days from the notice to submit. PA UCP's Jan 5, 2026 notice set a due date of Feb 5, 2026.
  • Upload: through https://penndot.dbesystem.com using the "25 Re-eval" application process.
  • Narrative format: PA UCP published no page limit or template. Its notice says the narrative must show disadvantage "based on his or her own experiences and circumstances" and "how and to what extent the impediments caused the owner economic harm."
  • The system has "re-opened the 'New', 'Interstate', 'DOE', and 'Change' queues."
  • DOT says the PN "is a statement of the owner's own experiences, not a technical or legally complex document to be written by consultants or legal experts."

Have this ready

As listed in PA UCP's re-evaluation notice:

  • Personal narrative (PN) by each disadvantaged owner (PA UCP calls them SEDOs: socially and economically disadvantaged owners).
  • A new Personal Net Worth (PNW) statement, plus "any other financial information the owner considers relevant."
  • A copy of the 2024 personal federal tax return, with all schedules and forms, for each SEDO.
  • New applicants: the full application in the certification system, including PN and PNW.

Steps

Already certified (re-evaluation):

  1. Search the public directory to see if your firm is still listed.
  2. If you're listed, your re-evaluation is done. Keep up with annual filings (below).
  3. If you're not listed, or you got a notice and didn't finish, email penndotucpinfo@pa.gov or call (717) 787-5891 to ask about your status and options.
  4. If PA UCP gives you a way to submit, log in at https://penndot.dbesystem.com and upload your PN, PNW and tax return as instructed.
  5. The UCP decides. If you were denied, PennDOT says you must wait at least one year to reapply.

New applicants:

  1. Start at https://penndot.dbesystem.com/FrontEnd/StartCertification.asp?TN=penndot&XID=4187.
  2. Complete the application, including the PN and PNW.
  3. Certified in another state? Use the "Interstate" queue.
  4. Answer any follow-up questions quickly.

After you're certified

  • File a Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83). The PA UCP system has a "DOE" queue for this.
  • Report material changes within 30 days, with a signed DOE (49 CFR 26.83). Use the "Change" queue.
  • Interstate certification: firms certified in another state can apply through the "Interstate" queue.

Watch out for

  • Firms that didn't finish re-evaluation by Sep 1, 2026 were to be delisted. Check the directory now.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • A denial means at least a one-year wait to reapply, per PennDOT.
  • Firms that don't want to stay in the program can withdraw by emailing penndotucpinfo@pa.gov.
  • Help from the UCP is free.
