What it's for

The Utah Unified Certification Program (UUCP) certifies Disadvantaged Business Enterprises (DBEs) and Airport Concession DBEs (ACDBEs) in Utah. Its certifying partners are the Utah Department of Transportation (UDOT), Salt Lake City International Airport and Utah Transit Authority (UTA). Certification lets a firm count toward DBE goals on USDOT-funded contracts. ACDBE certification covers airport concessions.

Where this state stands

  • DOT's UCP status page lists Utah's re-evaluation as not complete (In progress) as of Oct 2, 2026.
  • UDOT's Civil Rights page says the opposite: "The UUCP has completed its re-evaluation process based on the DBE Interim Final Rule issued 10/03/2025." Ask the UUCP which applies to your firm.
  • UDOT says "All DBE and ACDBE firms were effectively suspended" after the Oct 3, 2025 rule, and contract goals and goal counting are suspended until further notice.
  • Firms certified before Oct 3, 2025 "may still apply for re-evaluation" using the 2025 Re-evaluation Application in B2Gnow.
  • The B2Gnow portal tells firms to expect contact from the Certification Department.
  • UDOT links a Writing Guide for Personal Narrative and an optional fillable narrative form. No page limit is published on the pages reviewed.
  • Under the federal final rule (published Sep 25, 2026), UCPs must finish re-evaluations within 90 days (by Dec 24, 2026), with one possible 90-day DOT extension. Firms that haven't submitted by Mar 24, 2027 are disqualified (DOT final-rule FAQ, Q17 and Q22).

Have this ready

  • Personal Narrative (PN), written by the owner. UDOT's writing guide and optional fillable form are linked from its Civil Rights page.
  • Personal Net Worth (PNW) statement.
  • Supporting documents on UDOT's application checklist (linked from the Civil Rights page).
  • New applicants: the Uniform Certification Application (UCA), plus the PN and PNW.
  • NAICS codes for your work types.

Steps

Already certified (re-evaluation):

  1. Log in to the B2Gnow portal at https://utahucp.dbesystem.com/. UDOT posts a first-time login guide and a re-evaluation application guide.
  2. Open the 2025 Re-evaluation Application.
  3. Upload your own narrative, your PNW statement and the checklist documents. The UCP decides if you qualify.
  4. Submit, then watch your email and the portal for questions from the Certification Department.

New applicants:

  1. UDOT's Civil Rights page says "We are accepting new applications for DBE certification." (The portal's notice still mentions pausing new applications. Confirm with UDOT Civil Rights if unsure.)
  2. Start the DBE/ACDBE application in B2Gnow through the partner links.
  3. Upload the UCA, narrative, PNW statement and checklist documents.

After you're certified

  • Annual update: not described on the UDOT pages reviewed. Ask the UUCP what it requires each year.
  • Report changes through B2Gnow or to UDOT Civil Rights (no Utah-specific form found).
  • Interstate: UDOT says a firm must first be certified in its home state before applying for interstate certification in Utah.

Watch out for

  • DOT's status page and UDOT's own page disagree on whether Utah's re-evaluation is complete. Check directly.
  • Goal counting is suspended until further notice, per UDOT.
  • ACDBE firms fall under the same re-evaluation and suspension.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • Help from the UUCP is free. UDOT posts B2Gnow training (https://udot.gob2g.com/), a Q&A sheet, a presentation and Spanish resources.
