What it's for

The Wisconsin Unified Certification Program (Wisconsin UCP) certifies Disadvantaged Business Enterprises (DBEs) and Airport Concession DBEs (ACDBEs). Its certifying agencies are the Wisconsin Department of Transportation (WisDOT), Milwaukee County, Dane County and the City of Madison. Certification lets a firm count toward DBE goals on USDOT-funded contracts, and ACDBE certification does the same for airport concessions.

Where this state stands

  • DOT's UCP status page lists Wisconsin's re-evaluation as Complete as of Oct 2, 2026.
  • WisDOT's priority submission window ran Feb 16 - Apr 2, 2026. After Apr 2, applications were accepted "on a rolling basis."
  • WisDOT notifies firms by email: "You will receive email notification of your firm's recertification status. Be sure to check your email regularly."
  • WisDOT said no DBE/ACDBE goals would be assigned until re-evaluation was complete, and the UCP directory would be published after review, USDOT approval and goal setting.
  • WisDOT publishes Personal Narrative instructions. They do not set a page limit, template or font.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date. If you never responded, contact your certifying agency now.

Have this ready

  • Personal Net Worth (PNW) statement on the USDOT form, for each qualifying owner.
  • Personal Narrative (PN) in the owner's own words, following WisDOT's instructions.
  • An opt-in or opt-out declaration (whether the firm wants to stay in the DBE program).
  • New applicants: a WisDOT Vendor ID from VRS, the UCP application packet, the PNW form and the narrative.

Steps

Already certified (re-evaluation):

  1. Read WisDOT's Recertification FAQ and Personal Narrative instructions.
  2. Complete the USDOT PNW statement and your own narrative. The UCP decides if you qualify.
  3. Submit through the re-evaluation application linked from WisDOT's DBE pages, or ask your original certifying agency (WisDOT, Milwaukee County, Dane County or City of Madison) how to submit.
  4. Check your email for your status notice.

New applicants:

  1. Register in the Vendor Registration System (https://vendorregistration.infotechinc.com/) to get a Vendor ID. VRS questions go to AWPSupport@dot.wi.gov.
  2. Download the UCP Application Packet and PNW form from WisDOT's DBE Program page.
  3. Submit the application, PNW statement and narrative to a Wisconsin UCP agency.

After you're certified

  • File an Annual Declaration of Eligibility with your original certifying agency. WisDOT says firms that fail to submit face decertification and cannot reapply for up to 6 months.
  • Report changes to your certifying agency (no Wisconsin-specific change form found).
  • Interstate: "Wisconsin UCPs will only be recertifying its native DBE/ACDBE firms." Out-of-state firms go to their home-state certifier first. Interstate applications were to be accepted after the priority window closed.

Watch out for

  • If denied, a firm may reapply after six months, or appeal to USDOT within 45 days (DBE/ACDBEAppeals@dot.gov).
  • Contractors bidding on WisDOT work also need the Civil Rights and Compliance System (CRCS). Questions: paul.ndon@dot.wi.gov.
  • Help from the UCP is free. WisDOT DBE Support Services offers technical assistance, trainings and workshops (dbe_alert@dot.wi.gov).
