How to Register as a Vendor in Massachusetts

What it's for

COMMBUYS is the Commonwealth's official procurement system. State departments, and many cities, towns and schools, post their bids there. A free COMMBUYS vendor profile lets you get email bid notices that match what you sell and submit responses online.

Have this ready

• Tax ID: FEIN (or SSN for a sole proprietor)
• Legal business name exactly as it appears on your tax return, plus your address
• One or more email addresses for bid notices (the job aid allows several)
• At least one UNSPSC code for the goods or services you sell. Massachusetts uses UNSPSC, not NIGP.
• The person who will be your "Seller Administrator," meaning the main account owner
• Ownership type and full-time employee count, if you want to be checked for the Small Business Purchasing Program (SBPP)

Steps

1. Go to www.commbuys.com and choose the Register link.
2. Enter your Tax ID, company name and email address.
3. Fill in the Company Information section. Required fields are marked with an asterisk.
4. Answer the SBPP eligibility question. You can acknowledge it, disagree, or choose "not now." If you apply, the pre-qualification form asks for your tax ID type, principal place of business, legal name, EIN, ownership type, and whether you have 50 or fewer full-time employees.
5. Set up the Seller Administrator login ID and password (8-50 characters, with at least one letter and one number).
6. Add bid-notice email addresses under the bid mailing address.
7. Pick your categories: business structure and business type are required.
8. Add your UNSPSC commodity and service codes (at least one is required).
9. Check the summary page and submit. You will get a confirmation email with your login and vendor number.
10. Log in and change your password. The system requires this the first time you log in.

After you register

• COMMBUYS emails you when a bid posted under your UNSPSC codes opens. Add more codes at any time so you don't miss bids.
• You will be asked to change your password every 60 days.
• The Seller Administrator can update the profile (contacts, codes, addresses) at any time. Keep it current.
• OSD offers free vendor training. See the "OSD Vendor Training" page on mass.gov.

Watch out for

• COMMBUYS is free. The job aid mentions an optional BidSync sign-up at the end. You don't need it to get COMMBUYS notices.
• DCAMM building construction and designer bids (Chapter 149/149A) are also on COMMBUYS. However, contractors on these jobs often need separate DCAMM contractor certification. Check DCAMM's construction bidding page.
• MassDOT highway work and quasi-public bodies such as the MBTA, MassDevelopment and MassHousing post bids on their own sites, not only on COMMBUYS.
• Registering doesn't make you eligible for every contract. Read each bid's own requirements.
