What it's for

The State of Wyoming's Department of Administration and Information (A&I) Purchasing Section uses Public Purchase, a hosted eProcurement website, to send out bids and receive responses. The state says "All vendors must complete the registration process" with Public Purchase. Registering has two parts: a free Public Purchase account, then a registration with the State of Wyoming as an agency inside that site.

Have this ready

  • Company name, address, and a main contact (Public Purchase verifies this contact before activating your account)
  • A username and password (at least 6 characters, including 1 number)
  • Tax ID (FEIN/EIN), plus DUNS number and website if you have them
  • Commodity codes. Public Purchase supports NAICS, NIGP, SIC, SITC, and UNSPSC, and the agency step asks for its own classification codes.
  • W-9 information. The agency registration includes a W-9 step.
  • Wyoming Secretary of State registration if your entity type requires it. The state's pages link to this but don't say when it's checked.

Steps

Part 1: Public Purchase account (per Public Purchase's official guide)

  1. Choose the free registration plan.
  2. Enter company and contact details.
  3. Choose your classification codes and the states or regions you serve.
  4. Choose notification settings (agency types and bid stages).
  5. Review and submit, then wait up to 24 hours (weekdays) for activation.

Part 2: Register with the State of Wyoming

  1. Once your account is active, open the State of Wyoming (General Services) agency page and start its registration.
  2. Read the agency's instructions and accept its terms and conditions.
  3. Select the agency's commodity codes, complete the W-9 step, and confirm.

After you register

  • The state says it does not guarantee electronic notification of bids. Check the Wyoming GSD bid list on Public Purchase yourself and download the bids that fit your business.
  • Keep your contacts, codes, and W-9 current in Public Purchase.

Watch out for

  • Paid "Bid Syndication" is optional. Public Purchase sells it on a yearly fee, but the free registration is enough to bid with the state.
  • Construction is separate: since October 1, 2020, the State Construction Department handles construction purchases on its own Public Purchase page (wyoconstruction; 307-777-3558). It likely needs its own agency registration inside Public Purchase, which we couldn't confirm. WYDOT and the University of Wyoming post their bids separately.
  • Allow time for activation. Don't wait until the day a bid is due to open your account.
