What it's for
Ocean State Procures (OSP) is Rhode Island's eProcurement system. Registration happens in two stages:
- Soft registration puts your account in "Pending" status. It lets you view and submit responses to solicitations and get email notices for your UNSPSC codes.
- Full registration moves you to "Approved" status. You need it to receive awarded purchase orders, contracts and payments.
Have this ready
- FEIN, or SSN for a sole proprietor
- Legal entity name exactly as it appears on your IRS W-9
- Business type, full address, and a main contact (name, email, phone)
- UNSPSC commodity/service codes (RI uses UNSPSC, and the Division posts a code reference)
- Diversity classifications, if any apply
- For full registration: a signed IRS W-9 dated within the past year, and your preferred payment method (ACH, check or virtual card)
Steps
- From the Division of Purchases OSP Vendor Registration page, choose to register. A Quick Start Guide is posted there.
- Accept the general disclaimer.
- Enter organization information: FEIN/SSN, legal name and address.
- Enter the main contact and create your login.
- Select your UNSPSC codes.
- Add any diversity information, then submit. A confirmation email follows. This finishes soft registration.
- For full registration, log in to OSP and upload your W-9.
- Choose a payment method, then opt in to or decline the expedited-payment discount (the guide describes it as 2% 15 Net 30).
After you register
- Notices go out by email for your selected UNSPSC codes, so keep them accurate.
- Watch for "registration corrective action instructions from the RI Supplier Coordinator." The guide warns that if your organization information doesn't exactly match your W-9, approval will be delayed.
- You can check your account status in the vendor portal.
- Official guides don't describe a renewal cycle. Update your W-9 and contacts when they change.

Watch out for
- Construction and DOT: RIDOT bids, including horizontal (road) construction, are on OSP. DCAMM also lists state capital building projects on its own Bidding Projects page, so check both.
- A contract administrative fee took effect January 1, 2026. It applies to contracts, not to registration. Read each solicitation for fee terms.
- Registration is free. Don't pay a third party to register you.
- The Division doesn't publish an approval time for full registration.
