What it's for

The Connecticut Unified Certification Program (CTUCP) certifies DBEs in Connecticut. The Connecticut Department of Transportation (CTDOT) does the certifying. The same re-evaluation rules apply to ACDBE (airport concession) firms. DBE certification lets a firm count toward DBE goals on USDOT-funded contracts.

Note: DOT's UCP status page links to a private vendor page for Connecticut. The official CTDOT page is listed in sources.

Where this state stands

  • DOT's UCP status page lists Connecticut's re-evaluation as not complete (page last updated Oct 2, 2026).
  • CTDOT emailed certified firms about the process. Submissions opened Dec 19, 2025. CTDOT set a deadline of Apr 1, 2026.
  • CTDOT: firms that missed it "will be ineligible to participate in the DBE Program until they submit the required reevaluation documentation" and are approved.
  • CTDOT's Sep 3, 2026 memo says firms that haven't submitted are excluded from the updated directory.
  • Upload: inside the re-evaluation application in B2Gnow at https://ctdot.gob2g.com/.
  • Narrative format: CTDOT offers a Personal Narrative Toolkit (revised Sep 2026). Its Sep 2026 memo says firms may "use the revised toolkit provided on our webpage or write your own." No page limit is stated. The toolkit has an "Acknowledgement of Truthfulness" signed under penalty of perjury. DOT's FAQ says certifiers "must not enforce page limits, mandate topics, or impose any other limitations" on a narrative.
  • DOT says the narrative is "a statement of the owner's own experiences," not a document "to be written by consultants." CTDOT: each qualifying owner submits their own PN and PNW.

Have this ready

As listed by CTDOT:

  • Personal Narrative from each qualifying owner.
  • Personal Net Worth (PNW) Statement, on the form inside B2Gnow only. It must be current (no older than 3 months), signed and dated. Leave out the DBE firm's own assets and debts.
  • Full backup for every PNW entry. CTDOT says no screenshots or redactions, and all pages are required.
  • Interstate firms: a copy of your home-state approval under the new rules.
  • CTDOT: "Failure to submit the information as required in its entirety may result in your firm being decertified."

Steps

Already certified (re-evaluation):

  1. Log in at https://ctdot.gob2g.com/ and open the re-evaluation application.
  2. Download the optional toolkit and PN guidance from the CTDOT DBE page.
  3. Each qualifying owner writes and signs their own narrative.
  4. Complete the PNW form in B2Gnow and attach full backup documents.
  5. Submit. If you missed Apr 1, 2026, submit now; you stay ineligible until approved.
  6. The UCP decides.

New applicants:

  1. CTDOT's page says: "We are currently not accepting new DBE applications." DOT says UCPs may not refuse new applications. Email DOT.DBECertification@ct.gov to ask how to apply.

After you're certified

  • File a new Declaration of Eligibility (DOE) every year on your certification anniversary, with your latest gross receipts (49 CFR 26.83). CTDOT's page said it was not accepting annual updates yet.
  • Report any material change within 30 days, with a signed DOE (49 CFR 26.83).
  • Interstate firms must first be re-evaluated by their home state, then send the approval through B2Gnow.

Watch out for

  • The Apr 1, 2026 CTDOT deadline has passed. Late firms are ineligible until approved.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date.
  • Firms can ask to be removed from the database instead.
  • Free help: CTDOT's supportive services through the Minority Construction Council, (860) 882-0675. CTDOT held PN/PNW workshops in 2026. Help from the UCP is free.
