What it's for

The Wyoming Unified Certification Program is run by the Wyoming Department of Transportation (WYDOT). WYDOT certifies Disadvantaged Business Enterprises (DBEs) and keeps a separate Airport Concession DBE (ACDBE) directory. Certification lets a firm count toward DBE goals on USDOT-funded contracts, and ACDBE certification does the same for airport concessions.

Where this state stands

  • DOT's UCP status page lists Wyoming's re-evaluation as Complete as of Oct 2, 2026.
  • WYDOT's DBE page says that after the Oct 3, 2025 interim rule, "All DBE and ACDBE firms are now effectively decertified." Firms are re-evaluated once they submit documents. Goal setting was suspended during the process.
  • WYDOT says it "will provide instructions for securely submitting the necessary documents." Its workshop slides link a submission form: https://forms.office.com/r/kiq2Ki2r8P.
  • WYDOT's narrative workshop (slides, video and a PN Workbook) sets these format rules: describe experiences in the United States, in the owner's "own lived experiences," and include two incidents "unless one is pervasive or recurring enough to stand alone." No page limit is published.
  • Some parts of WYDOT's DBE page (annual updates, submission details) were marked "Under Construction" when checked.
  • Federal deadline: a firm that still hasn't sent its narrative and net worth statement by Mar 24, 2027 gets a Notice of Decision disqualifying it (DOT final-rule FAQ, Q17 and Q22). Don't wait for that date. If you never responded, contact WYDOT now.

Have this ready

  • Personal Narrative (PN) in the owner's own words. WYDOT's PN Workbook and workshop explain the format.
  • A current Personal Net Worth (PNW) statement, attached to the submission.
  • Optional supporting records. WYDOT mentions "letters, contracts, loan denials, financial statements."
  • New applicants: the USDOT Uniform Certification Application (UCA), linked from WYDOT's DBE page, plus the PN and PNW.

Steps

Already certified (re-evaluation):

  1. Watch WYDOT's Personal Narrative Workshop video and read the PN Workbook (both on WYDOT's DBE page).
  2. Write your own narrative and complete your PNW statement. The UCP decides if you qualify.
  3. Submit through WYDOT's form (https://forms.office.com/r/kiq2Ki2r8P), or ask the DBE Coordinator for the secure submission instructions.
  4. Check the WYDOT directory to confirm your status.

New applicants:

  1. Download the UCA from WYDOT's DBE page.
  2. Prepare the narrative and PNW statement.
  3. Contact the DBE Coordinator (307-777-4268, Lillian.Zuniga1@wyo.gov) for how to submit.

After you're certified

  • WYDOT's program plan refers to an annual Declaration of Eligibility (DOE) or no-change affidavit. The exact timing is not stated on the pages reviewed.
  • Report changes to the DBE Coordinator (no Wyoming-specific change form found).
  • Interstate certification: not described on the pages reviewed. Ask WYDOT.

Watch out for

  • WYDOT says an ineligibility decision means "a 12-month waiting period before reapplication."
  • ACDBEs are listed in a separate ACDBE directory: https://wydot.exevision.com/ws/AlphaACDbeDirectory.aspx
  • WYDOT offers one-on-one sessions for help with the narrative process. Its slides also list Project Solutions Inc (605-630-7061, dbe@projectsolutionsinc.com) as a contact. Help from the UCP is free.
